冬に家で暖を取れないときに行く図書館、美術館、他の公共施設。公共サービスやチャリティなどが運営しているという。

Reading市では同市初の「暖かい銀行」がスタート。古いパブを改装したもので、一日中暖房を絶やさず、ホットドリンクやスープを共に楽しむ社交上として機能するという。「暖をくれるバンク」とは辛口の命名。
